Bucks Lawmaker Introduces Bill To Require Instruction On Suicide Prevention, Social Isolation

WARRINGTON TOWNSHIP, PA – A bill that would require schools to provide instruction to students on suicide prevention, violence prevention, and social isolation has been introduced in Harrisburg by State Rep. Brian Munroe (D-Bucks).

Under the Student Safety and Violence Education Act, or H.B. 2698, students and staff would learn to recognize warning signs of depression, suicide and self-injury, understand proper reporting procedures, and identify behaviors that may indicate risk to oneself or others.

Similar programs have been enacted in Georgia, Louisiana and Ohio and are supported by Sandy Hook Promise.

The American Psychological Association estimates that nearly one in five children experiences anxiety, and rates of childhood depression and anxiety have risen significantly since the COVID-19 pandemic, Munroe noted. Researchers have also linked these trends to increased school violence. Many students report involvement in fights or being threatened by weapons at school, and suicide is now a leading cause of death among American children, Munroe said.

The SAVE Act would require schools to provide at least one hour, or one standard class period, of annual instruction for students in grades six through 12 on suicide prevention and violence prevention, and for students in grades kindergarten through 12 on social isolation.

Munroe said that as incidents of school violence and self-harm increase, early intervention is critical. Research shows these trainings reduce at-risk behaviors and improve school safety and inclusion.

"Every student deserves to feel safe, supported and connected at school," Munroe said. "By teaching young people and school staff how to recognize warning signs, respond to mental health crises and address social isolation, we can intervene before tragedy strikes. I hope that representatives on both sides of the aisle recognize the importance of this legislation and join me in advocating for our students."

The bill, introduced on July 15, has been referred to the House Education Committee.
