Central Bucks Begins New School Year With Major Systemic Changes

DOYLESTOWN, PA — With students returning to school this week, the Central Bucks School District will implement one of the biggest systemic changes in a quarter of a century: a new grade alignment and the implementation of full-day kindergarten district-wide.

"With this momentous launch, it's an exciting time to move forward and imagine more," said Joanna Wexler, the district's new superintendent of a newly redefined CB. "I'm eager to see our classrooms, hallways, fields, stages and schools filled with students again."

Under the new grade alignment, the district moves to a more traditional alignment with grade six moving to the middle school level and grade nine moving to the high school.

The realignment opens space at the elementary level to bring in CB's first district-wide full-day kindergarten program. For the past year, the district has "pioneered" the program at six of its elementary schools.

To accommodate the movement of ninth grade to the high school, the district is spending $12 million in one-time costs to add classrooms and to enhance common areas at its three high schools. In addition, work was completed on a new classroom addition at Mill Creek Elementary School to accommodate full day kindergarten.

During a construction update on Thursday, Wexler said work at CB West may not be completed by the start of the school year, but she said contingency plans are in place to accommodate students as the work wraps up.

Wexler said two art classrooms, the new Commons, and a grab-n-go area will remain within an active construction zone during the first few weeks of school while crews finish up the work.

"A code-approved temporary firewall and marked travel routes will separate the remaining work from students, staff, and visitors, and disruptive construction will occur outside school hours," she said.

Wexler joined school board members in praising the district's administrative team and staff for laying the groundwork for a smooth transition on Monday and Tuesday.

"Our focus on students has guided the extraordinary work that took place across the district this summer. Staff participated in professional learning focused on Multi-Tiered Systems of Support (MTSS), preventive behavior strategies, specially designed instruction (SDI), elementary curriculum frameworks, and more," said Wexler. "I thank all our employees who are moving to new buildings, teaching different grade levels, or taking on new responsibilities through realignment. Your flexibility and professionalism, together with coordinated work across our schools and district departments, have brought us to this point."

She continued, "Our operations, facilities, and custodial staff, in partnership with outside contractors and construction professionals, have worked throughout the summer to prepare CB East, CB South, CB West, and Mill Creek to open on time for in-person learning."

The grade realignment was first recommended in 2023 by Crabtree, Rohrbaugh and Associates (CRA), a demographics firm hired by the school district to analyze enrollment trends, efficiencies, and the utilization of space across the district and to make recommendations.

A year later, in March 2024, the school board approved a plan to reconfigure the district's grade levels and launch full-day kindergarten beginning with the 2026-27 school year.

Since then, a committee of staff, parents, and students has been working behind the scenes to lay the groundwork for implementation.

"These changes will have wide-reaching and impactful benefits for our students," said school board member Karen Smith, who was serving as president in 2023 when the board approved the realignment plan. "Students will get off to a better start during the early years in kindergarten; sixth-grade students are ready for a middle school experience to help navigate adolescence; and our 9th-grade students will have greater access to programs in the high school."
