DOYLESTOWN, PA — Bucks County District Attorney Joe Khan has escalated the consumer protection lawsuit against real estate business R&R Enterprises, by filing a new amended complaint and initiating the civil discovery process to uncover how this business was able to run an unsafe, uninhabitable rooming house.
The move comes as more than a dozen former tenants of the Dublin Borough rooming house have now stepped forward, the DA's office said.
In the amended complaint, the DA is demanding defendants Richard Goetter and his business, R&R Enterprises, turn over a decade's worth of financial and operational records. Prosecutors are demanding ownership documents, tax returns, insurance policies, rent payment records, and evidence of any taxpayer-funded emergency rent relief or non-profit aid the business received since 2013.
The DA's office also demands all written messages between the business partners regarding broken equipment, needed repairs, tenant evictions, and local code violations.
The First Request for Production of Documents gives the defendants 30 days to produce the records.
"In the more than five months since we filed our action in court, R&R Enterprises has done nothing to make these tenants whole," District Attorney Khan said. "It's now time to open up this business's financial records to show where the money is so that we can help these victims recover and move on with their lives."
The original lawsuit was filed after six residents were forced out of the property in April 2026 when local officials condemned the building for dangerous health and fire hazards, including having no working central heat since 2013. After the DA's office brought the original lawsuit, more former residents came forward, bringing the total number of victims to 13.
