2. Belco Community Credit Union

Pennsylvania homeowners can access flexible borrowing through Belco Community Credit Union's myLOC. Belco's myLOC starts at 6.75% APR for loan-to-value ratios up to 80%, or 8.00% APR for ratios up to 90%. The variable rate adjusts quarterly, following the Wall Street Journal prime lending rate plus a margin.

Belco structures its myLOC with a 10-year draw period followed by a 10-year repayment period, with interest-only payments available during the draw period.

3. American Heritage Credit Union

American Heritage Credit Union offers both a Gold HELOC and an Interest-Only HELOC. The Gold HELOC features rates as low as 0.51% below the highest prime rate, with a floor of 3.74% and a cap of 14.99%. The Interest-Only HELOC has rates as low as 0.25% below prime, with a floor of 3.99% and a cap of 15.49%.

The Gold HELOC provides a five-year draw period, while the Interest-Only option offers a three-year draw period followed by 240 months of repayment.
