SEPTA Passengers Filmed Woman's Rape On Their Phones: Reports

The train passed 24 stops while onlookers onboard the train did nothing, not even call 911, police said.

UPPER DARBY, PA — New reports say SEPTA riders who were witnesses to an alleged rape on the Market-Frankford Line not only did nothing to stop the attack, but held up their phones to apparently record the incident.

According to Action News, Fiston Ngoy, 35, harassed, groped, and eventually raped a woman on the train for about 40 minutes, with the train passing more than 24 stops before he was eventually taken into custody by Upper Darby Police at 69th Street Station Wednesday last week.

NBC10 reports police said they believe no one at all called 911, and no one moved to intervene.

Both Ngoy and the victim boarded the train at the same stop, The Independent reports. Ngoy sat next to the women and tried to have a conversation with her, but things slowly became aggressive and violent, reports state.

Upper Darby Police Supervisor Tim Bernhardt called the victim an "unbelievably strong woman" who is recovering from the attack.

However, Bernhardt had harsh words for SEPTA riders who did nothing to prevent the incident.

"There were a lot of people, in my opinion, that should have intervened," Bernhardt told Fox 29. "Somebody should have done something, it speaks to where we are in society, who would allow something like that to take place?"

Fiston M. Ngoy, 35, has been charged with rape, indecent assault, sexual assault and other related crimes.

He is being held at the George W. Hill Correctional Facility on 10 percent of $180,000 bail.

His preliminary hearing is scheduled for Oct. 25, court records show.
