HATBORO / HORSHAM TOWNSHIP, PA —The Hatboro-Horsham School Board has approved the Act 1 Index Resolution limiting local taxation to an increase of no greater than 4 percent for the 2025-26 school year.

At its recent meeting, the board voted to approve the Act 1 opt-out resolution in a unanimous vote.

The resolution guarantees that any tax increase will not exceed, or be less than, this year’s Act 1 index of 4 percent.

Last year’s index was 5.3 percent, its highest ever, school officials said.

School officials said projections show the index is expected to decrease over the next few years.

Last year, the school board approved a 2024-2025 budget of $132,011,340 with a 3.52 percent tax increase.

The tax hike was the second highest since the Act 1 Index began. The district increased taxes by 3.68 percent last year. The Act 1 Index for last year was 5.3 percent.

Bill Stone, director of business affairs, said at the school board's Jan. 13 meeting that the district finished last year with a $1.8 million surplus and was able to transfer $5 million to the capital reserve fund.

The capital reserve fund balance is now $19.8 million with about $8 million slated for capital projects.
