Basin Retrofitting Begins In Horsham Township
The project will improve water quality and reduce flooding in Horsham Township, officials said.

HORSHAM TOWNSHIP, PA —Basin Retrofitting isn't something that a regular resident might understand.
So Horsham officials are explaining the process as they start the township's 2024 Basin Retrofits project.
With a traditional basin, stormwater enters the basin through the inlet, carrying trash, pollutants, and sediment from the ground.

The water then flows rapidly into the low-flow channel, crossing the basin in the shortest possible distance. Steep basin edges allow surface runoff to enter the basin quickly and flow into the low-flow channel.
The water then flows quickly through turf grass whose shallow roots do not soak up or filter much water. As the outlet is designed to move water out of the basin quickly and into receiving streams at the outflow.

With a retrofit basin, stormwater enters the basin through the inlet as with a traditional basin, carrying trash, pollutants, and sediment from the ground. Water then slows when it hits the forebay, allowing some sediment to settle out.
The water then hits the berm, forcing it to either side, slowing & spreading the flow. After that water meanders along the curved edges, slowing and spreading the flow some more. As water passes through the plantings, it soaks into the ground, slowing and spreading. Water then enters a rain garden pocket, slows, collects, and soaks into the ground, while some water evaporates.
The water then flows through the outlet after a certain volume is contained by the basin. Finally, outflow discharges a smaller volume of water than enters the basin, and during some small storms, no water flows out of the basin, officials said.
A retrofit basin offers more benefits than a traditional basin, including:
- Improved water quality
- Reduced flooding and erosion
- Improved aesthetics
- Improved wildlife habitat
