Horsham Man Convicted of 10th DUI

A 58-year-old Horsham resident will serve just three to six months in prison for his 10th DUI conviction.

Robert D. Stumpp Jr. of Cottage Avenue was arrested after a 2012 accident in which he was driving under the influence of alcohol, according to a report by The Intelligencer.

It was his 10th DUI since the 1970s, however, as far as state law is concerned, it is his first offense. 

Pennsylvania’s “look back” period for multiple DUI convictions is 10 years—that means that since Stumpp’s 9th conviction was 15 years ago, he was punished as if it was his first.

Court records show that Stumpp was last convicted of DUI in 1999. During that arrest, he was also charged with driving with a blood alcohol level of more than .10 percent, court records show. The legal limit in Pennsylvania is .08 percent.

The most recent arrest stems from a DUI arrest on Oct. 28, 2012 following a two-car accident on Blair Mill Road that injured a woman. Authorities say Stumpp's blood alcohol level was 0.29 percent at the time of the accident, which occurred at 6:30 p.m., according to the Public Spirit. 

His license was suspended at the time of the accident.
