Horsham Man Headed to Trial for Homicide by Vehicle Charges

The Horsham man facing homicide by vehicle charges stemming from a fatal accident on Welsh Road in July has waived his preliminary hearing and will face trail, court records show.

Officials say Bruner was driving his car more than 20 miles an hour over the posted speed limit of 45 miles per hour when he attempted to pass two cars ahead of him in a no-passing zone. Bruner’s Mitsubishi Lancer collided head-on with a Toyota Camry, killing 69-year-old Maureen Chapman of New Britain and seriously injuring her husband, who was driving.

Bruner attempted to apply his breaks to avoid the collision and skidded 82 feet before hitting the sedan head-on, the police investigation revealed. He is also charged with aggravated assault by vehicle, five counts of recklessly endangering another person and related offenses.

Witnesses told police that just before the crash, they saw Bruner try to pass two cars illegally. He also ran a red light, witnesses told police.

Traces of marijuana were found in Bruner’s system at the time of the crash, police said. Since the amount found in his system wouldn’t have been enough to impair his driving, authorities did not file homicide by vehicle while under the influence.
