Montco Lawmakers Speak Out On PA Budget Proposal

Gov. Josh Shapiro's 2026-27 budget proposal emphasizes affordability, economic opportunity, and strong communities, lawmakers said.

HORSHAM TOWNSHIP, PA — Two Democratic lawmakers from eastern Montgomery County are speaking out about Gov. Josh Shapiro's 2026–27 budget proposal, which they heard in the General Assembly on Tuesday.

“This budget is laser-focused on putting more money into working families’ pockets, continuing to invest in public education, growing good-paying jobs, strengthening public safety, and expanding access to affordable healthcare — all without raising taxes," said State Sen. Maria Collett, (D-12 Montgomery, Democratic Caucus Chair).

State Rep. Melissa Cerrato said that the proposal is an initial step, and its contents are subject to negotiation and change.

Cerrato said the governor's plan centers on several key areas, including affordability for residents, economic opportunities for businesses, and the development of strong communities. The proposal seeks to lower costs for working families while avoiding tax increases. It also includes targeted investments intended to benefit Pennsylvanians.

“I was glad to see the Governor spotlight so many issues that matter deeply to the people I represent — and that move us closer to a Healthy Pennsylvania, where families can afford their lives, schools give every child a fair shot, and communities are safe, stable, and full of opportunity," Collett said.

Cerrato said that budget hearings will take place in Harrisburg over the coming months. The hearings are designed to allow for a detailed examination of each proposal. The legislative process ensures that the final budget aligns with the needs and priorities of individual districts.

Meetings will also occur regularly with regional delegations, appropriations teams, and caucus leadership. These discussions are part of advocating for community interests and ensuring public input is considered throughout the budget development process, Cerrato said.

Key priorities outlined in the proposal include ensuring educational success for all students. It also aims to provide local businesses with resources to compete, innovate, and create jobs, Cerrato said. Another focus is on returning funds to working Pennsylvanians to assist with daily expenses such as groceries, housing, and healthcare. The plan also emphasizes strengthening safe communities and expanding economic development opportunities throughout the state.

“Pennsylvanians deserve a government that stays open and keeps working for taxpayers. I join the Governor in calling on my Senate Republican colleagues to start the negotiations now," Collett said. "Let’s get to work to keep building a healthy Pennsylvania together.”
