Speed Study Conducted On West Moreland Avenue
Hatboro residents were complaining to borough officials about speeding around the West Moreland Avenue bridge area.

HATBORO, PA — After receiving numerous complaints from residents, the Hatboro Borough Police Department conducted a speed study around the West Moreland Avenue bridge.
Hatboro Police performed the study from Feb. 6 to Feb. 12 on West Monument Avenue between the western entrance to Memorial Park and the West Monument Ave Bridge, which will be closed for about two years due to a Montgomery County bridge replacement project.
The police department said that Pennsylvania municipal law enforcement is not permitted to conduct speed enforcement using a speed timing device on a motor vehicle until it is traveling at least 11mph over the posted speed limit.

The results of the speed study are below:
Eastbound on Monument Avenue
- Total Vehicles: 12,817
- Average Speed – 22.4 mph 85th Percentile Average – 27.0 mph 50th Percentile Average – 22.0 mph
- Highest Speed – 47.0 mph on 2/8/2026 at 1714 hours
- Total Percent Speeders – 0.4% (36mph and above)
Westbound on Monument Avenue
- Total Vehicles – 18.872
- Average Speed – 22.0 mph 85th Percentile Average – 26.0 mph 50th Percentile Average – 22.0 mph
- Highest Speed – 48.0 mph on 2/11/2026 at 0754 hours
- Total Percent Speeders – 0.7 % (36mph and above)
Hatboro Police said The 85th Percentile Average is a nationwide and PennDOT utilized system on determining the appropriate speed for any section of highway.

They look at this percentage in comparison to the posted speed limit (25 mph) to see how many vehicles are traveling within the posted speed limit and the 85th percentile average to see if the posted speed is correct for the specific area of highway.
Looking at both East and Westbound on West Monument Avenue, the 85th percentile is 27.0 mph/26.0 mph.
Based on the above data, it has been determined speed is not an issue on this section of highway.
But Hatboro Police did say that due to the Moreland Avenue Bridge closure, there has been a noted increase in traffic volume on West Monument Avenue.
