Middletown Township Police arrested Carter in late April as part of a months-long investigation into meth sales at Rock Springs Apartments. Prosecutors say that undercover agents made four drug buys from Carter before he was arrested.

Officers who arrested Carter at his apartment say they found him in the bathroom, kneeling next to a toilet and ripping open bags of meth. His hands were wet and covered with methamphetamine residue, according to police.

A search of his apartment yielded more meth, a scale and a large amount of cash, as well as an "owe sheet" detailing drug sales to various people and listing how much money was owed to Carter for the drugs.

The case was prosecuted by Assistant District Attorney Jovin Jose.
