Route 1 Phase 3 Construction Under Protest

The No Cloverleaf Coalition will hold a public information session next week over concerns regarding "drastic changes" to Route 1.

LANGHORNE, PA — The No Cloverleaf Coalition will hold a public information session next week over concerns regarding "drastic changes" to Route 1 and the adjoining service roads.

The public information session is for residents of Parkland, along Old Lincoln Highway, and in neighboring areas.

The meeting takes place at 7 p.m. on Thursday, April 16, at the Jesse Soby American Legion Post at 115 West Richardson Avenue in Langhorne.

No Cloverleaf will discuss how the removal of the service roads will impact pedestrian and vehicular safety, resident health, quality of life, and other factors during a presentation and subsequent question-and-answer session.

PennDOT’s RC3 project currently calls for the elimination of the service roads and the construction of a costly and unneeded cloverleaf interchange between US1 and PA413, significantly disrupting travel within and between Middletown Township, Langhorne Manor Borough, and Langhorne Borough. PennDOT anticipates construction beginning in 2029, the coalition states.

The No Cloverleaf presentation will show how the plan will:

  • Force Jeffrey Avenue, Highland Avenue, Old Lincoln Highway, Gillam Avenue and other local streets to shoulder the traffic burden currently borne by the service roads.
  • Eliminate the Hulmeville Avenue Overpass connection and force all traffic to and from US1 to use Highland Avenue or the planned cloverleaf at US1/PA413.
  • Increase risk for pedestrians and children at play on Jeffrey Lane, near Firefighters Park and other areas.
  • Bring unsustainable amounts of traffic, including large trucks and buses, to streets such as Highland Avenue that lack sidewalks and have homes close by the right-of-way.
  • Lead to longer commutes and slower EMS response times.

The No Cloverleaf coalition was created to highlight the health, environmental, safety, traffic, historic, and quality of life impacts that will result from the RC3 project, while supporting the planned safety improvements to US1 itself.

Although PennDOT repeatedly has said that the project is “pre-decisional,” the No-Cloverleaf Coalition believes that it is essential for residents to convey their opinions on the project as soon as possible to their municipal governing bodies, to state elected officials, and to PennDOT.

Candidates who oppose the current PennDOT plan captured eight of nine seats in Langhorne Borough, Langhorne Manor Borough, and Middletown Township races in November 2025; most of the newly elected Langhorne Manor council members have proactively reached out to residents for their views on the project.

In December, over 100 people attended an environmental public hearing on the project despite holiday season distractions, with the overwhelming majority of speakers expressing serious concerns about the impact of RC3.

Last month, Kristin Egan, Democratic candidate for the 142nd Legislative District in Pennsylvania, became the first candidate for state office to declare opposition to the PennDOT RC3 plan.
