Senior Fair Housing in Levittown, PA

I am looking for some information on fair housing for seniors in Levittown, PA. My parents live in Racquet Club Apartments and the rents have seemed to skyrocket in the last 10 years that they have been there. Since moving there the complex decided to have everyone pay for all utilities including water and sewage and trash pickup. For the amount they are charging to live there they could get a house. I am also baffled at how much difference there is in the amount people pay there. No two apartments have the same rent. I know they talk about Fair Market Value but this is ridiculous. What happened to taking care of our seniors, not taking all their money so they have to decide on food or their medications. If anyone has any info they can share with me it would be greatly appreciated.
