Is Costco Project Still Alive?

Costco developers went before the Lower Macungie Township zoning board earlier this week seeking several variances related to the $140-million proposed Hamilton Crossings complex.

Take heart Costco fans, it seems thatΒ there still may be a chance that the popular wholesale outlet could be built along Krocks Road in Lower Macungie Township.

The developers planning the much-talked-about $140 millionΒ Hamilton CrossingsΒ shopping center, which would include Costco as its key anchor tenant,Β were granted sign-related variances from the township's Zoning Hearing Board on Tuesday, according to The Morning Call.

The proposed Hamilton CrossingsΒ project came to a grinding haltΒ at the end of JuneΒ when the Lehigh County Planning Commission voted against the Tax Increment Financing (TIF) plan being proposed to support the projectΒ by developersΒ Jeremy Fogel of the Goldenberg Group and Staten Island, N.Y., developer Tim Harrison.

Under the TIF plan, the government bodies that would have ultimately benefited from the tax revenue generated by Hamilton Crossings – East Penn School District and Lehigh County – needed to agree to give up 50 percent of those tax dollarsΒ for aΒ 20-year periodΒ to help the developerΒ get the projectΒ off the ground.

InΒ realΒ terms,Β this would have meant that during those 20 yearsΒ about $7 million in tax dollarsΒ would have beenΒ diverted to the developerΒ to cover costs. On the flip side,Β East Penn would have taken inΒ aboutΒ $600,000 per yearΒ andΒ the county about $135,000Β per year on a property currently owned by the Diocese of AllentownΒ that generates very little tax revenue.

East Penn approved the project in May. Lehigh County voted it down in June after twice tabling the vote.Β 

The project cannot happen without the TIF,Β Fogel told Patch in a Q&A before the county vote.Β β€œWe have exhausted the search to identify other funding sources – the TIF represents the final source of funding to close the financial gap. We must have the TIF to make the project feasible.”

In the pastΒ Fogel and his partners have said thatΒ costlyΒ geologic remediation made necessaryΒ by mining activityΒ on the 63-acre property along Krocks Road make developing the parcel without the TIF impossible. The developer also told Patch thatΒ the Krocks Road locationΒ is theΒ only one in the Lehigh ValleyΒ thatΒ Costco will consider.

Based on the original plans for Hamilton Crossings, the Lehigh Valley would have seen its first Costco in 2014, as well as noted retailers such asΒ Whole FoodsΒ andΒ Target.Β
