Referendum: Delaware County Water Quality, Natural Areas, and Wildlife Habitat Protection

Delco residents will vote on whether to allow the county government to borrow up to $120 million to finance land-conservation projects. County officials say the funds will help protect drinking water, protect air quality, conserve wetlands to prevent flooding, and protect natural areas from development.

If the majority of voters approve the measure, the Delaware County Council will have 10 years to issue bonds if they choose to. Borrowing the full $120 million would cost the average household $24 per year.

Here's the ballot question word-for-word:

To the voters of Delaware County, Pennsylvania:
Shall debt in the maximum principal amount of up to $120 million be authorized for purposes of financing land conservation, including protecting drinking water sources, water quality in rivers and creeks, wildlife habitat, conserving trees to protect air quality, conserving wetlands to prevent flooding, providing greenways and parks, protecting natural areas from development, and related costs, to be incurred by the County as debt approved by the voters, requiring public disclosure and annual independent audits?

Several Ways To Vote

There are multiple ways to cast your ballot.

Vote In-Person

Polls will be open from 7 a.m. through 8 p.m. on Tuesday, Nov. 3. If you're not sure where to cast your ballot, you can find your polling place here.

Vote By Mail

Registered voters can choose to vote by mail. (The deadline to register before the General Election was Oct. 19.)

The deadline to apply for a mail-in ballot is 5 p.m. Tuesday, Oct. 27 — seven days before the election.

Completed mail-in ballots must be received by the Bureau of Elections no later than 8 p.m. Nov. 3, when polls closed.

Voters can choose to submit their mail-in ballot by placing it in a ballot drop box. This is the most direct way to vote by mail, since it brings your ballot straight to the election authority.

One drop box is located outside the Marple Public Library (227 S Sproul Road, Broomall). Another one is outside the Newtown Township Municipal Building (209 Bishop Hollow Road, Newtown Square).

The drop boxes are available until 8 p.m. Nov. 3, when polls close.
