MEDIA, PA — The former director of Delaware County Emergency Services was found guilty Friday of indecent assault and harassment.
Timothy Boyce was accused of sexual misconduct against two former employees while he served as Emergency Services director. According to testimony, he grabbed one victim's private areas, kissed another victim without consent, and made lewd comments.
When one victim who testified was asked why she didn't report the assault immediately, she said, "Who do you call when the person in charge of 911 assaulted you? Who do you trust?"
A jury found Boyce, 63, guilty of two counts of indecent assault and two counts of harassment — all misdemeanors. He was found not guilty of simple assault in one of the cases.
The verdict came after four days of testimony at the Delaware County Court of Common Pleas. At the verdict, the judge set bail at 10 percent of $50,000 at prosecutors' request. He was taken into custody and released after paying $5,000.
The Delaware County District Attorney's Office referred the case to the Pennsylvania Office of Attorney General, which prosecuted the matter.
"This is egregious conduct from a person who was entrusted to lead a team of emergency responders," Attorney General Dave Sunday said in a statement.
Sentencing is scheduled for Dec. 18.
Boyce could face time behind bars. His defense attorney, Andrew Joseph Edelberg, says he will seek to get his client sentenced to probation.
"Mr. Boyce has no prior record of any kind, and he's never been an offender," Edelberg told Patch.
The County placed Boyce on administrative leave in April 2024 and fired him a month later after two employees made allegations against him.
Boyce was first charged in May 2024, after he called an employee to his office and kissed her a few months prior, according to the Pennsylvania Office of Attorney General. As the employee pulled away and started to leave the office, Boyce then grabbed her buttocks and made a lewd comment.
He was charged again that August for showing explicit photos of himself to a woman, lifting her dress, and making other inappropriate comments toward her, authorities said.
