BUCKS COUNTY, PA — A former Council Rock School District employee was indicted by a federal grand jury Tuesday on child pornography and solicitation charges.
Charles Dingman, 29, of Yardley, was arrested and charged by federal indictment with using the internet to entice a minor to engage in sexual conduct. He was also charged by the grand jury with the manufacture and possession of child pornography.
The federal indictment alleges that between June and October 2025, Dingman used the internet to sexually exploit a minor, persuading the child to engage in sexually explicit conduct for the purpose of producing a video. The indictment further alleges that Dingman had child pornography.
If convicted, Dingman faces a maximum possible sentence of life imprisonment with a mandatory minimum term of 15 years in prison.
The Yardley resident had briefly been employed part-time as an instructional assistant at Holland Elementary School in the Council Rock School District. He had also served as a substitute teacher and soccer coach in other Bucks school districts, officials said.
Following Dingman's arrest in January, Council Rock Superintendent Andy Sanko confirmed Dingman had been terminated immediately after the district learned of his arrest.
"Council Rock has zero tolerance for any crimes involving children," said Superintendent Dr. Andy Sanko. "We realize that this information is concerning, and want to assure families and the community that the safety and well-being of our students remains our highest priority."
In January, Dingman was arraigned in Bucks County on charges of knowingly photographing or filming a child sex act, possession of child pornography, unlawful contact with a minor, and criminal use of a communication facility.
According to court documents, the state charges were dropped on Tuesday as federal officials took over the prosecution.
The investigation was initiated on Jan. 16 after detectives with the District Attorney's Office received three CyberTips from the National Center for Missing & Exploited Children. The tips detailed activity on Snapchat and Twitch where a user, later identified as Dingman, solicited explicit material from minors.
Detectives traced the digital activity to Dingman’s home in Yardley. Upon his arrest, Dingman admitted that child sexual abuse material would be found on his cellular device, according to a criminal complaint.
Investigators at the time said they had no evidence suggesting any local students or Holland Elementary students were involved in the materials recovered.
The case was investigated by Bucks County Detectives and the FBI and is being prosecuted by Assistant United States Attorney Branwen McNabb O’Donnell.
