Norristown Municipal Administrator Leonard Lightner Resigns

NORRISTOWN, PA — Norristown Municipal Administrator Leonard Lightner formally resigned from his position during a special meeting last week, the latest turnover in an unsteady few years for the municipality's leadership.

Council accepted the resignation, 6-1. Councilwoman Mydera Robinson was the lone dissenting vote, echoing concerns that have been repeated in recent years regarding turnover in Norristown government.

“I think our community deserves stability, and that is absolutely what I'm working towards," Robinson said. "Transition is hard."

Municipal council unanimously approved Jane Musonye, the former Director of Planning and Municipal Development, as the interim administrator.

Lightner, a U.S. Army veteran and former chief operating officer of the city of Chester, was first appointed to his position as administrator in Aug. 2024, succeeding Crandall Jones.

Disagreements over the future direction of Norristown have been brewing for some time. The municipality has faced criticism over the handling of a series of recent high level departures, most notably the turnover in the chief of police position. Longtime Lansdale Chief of Police Michael Trail was appointed to the position in Nov. 2025, marking the fifth different chief over a span of four years.
