Their application which will be considered Thursday night is a request for a special variance in the Norristown zoning code. Specifically, the municipality wants to permit a future development of Roosevelt field to have "64.54 percent impervious coverage."
Basically, impervious coverage means artificial, unnatural land, often concrete or pavement, either used for new construction or parking. Such codes are in place to allow rainwater to drain but also to keep a green character to neighborhoods.
