Montco Man Faked Disabilites, Stole $242K From The VA: Feds

Not only was he not disabled, but he was very physically fit, and used the stolen funds for vacations and expensive dinners, officials said.

KING OF PRUSSIA, PA — A Montgomery County man has been sentenced to 18 months in prison after falsely claiming he was severely disabled and obtaining hundreds of thousands of dollars in benefits from the Department of Veterans Affairs, federal officials said.

Victor Milbourne, 52, of King of Prussia had pleaded guilty in Sept. 2025 to 10 counts of theft of government funds.

Milbourne filed the fake claims from Dec. 2013 through Dec. 2022, the U.S. Attorney's Office in the eastern district of Pennsylvania said.

Milbourne claimed his injuries and disabilities stemmed from his military service, but in reality he was not injured at all and was actually very physically fit, doing "intensive physical workouts" multiple times a week, according to authorities.

In addition, he ran his own business and traveled internationally frequently.

He used the funds stole from the VA to eat expensive dinners and go on luxury vacations, officials said.

In addition to the 18 month prison sentence, Milbourne also must pay $241,690 in restitution, a $20,000 fine, and a $1,000 special assessment, United States District Judge Paul S. Diamond ruled.
