Norristown Seeking Input On Qualities Expected From Police Chief

The municipality wants to know what is most valued in a candidate, from honesty and accountability to leadership skills and inclusivity.

NORRISTOWN, PA β€” As Norristown embarks on a search for its fourth police chief in as many years, they are seeking input from the general public.

Officials said they are curious about "the qualities, experience and expectations" which the public will have for the new chief.

Specifically, the form highlights several particular traits, ranging from integrity, honesty, leadership skills, and approachability, to cultural inclusivity, empathy, and accountability.

Former Chief Jacqueline Bailey-Davis, who took over on Jan. 1., 2024, was put on administrative leave last fall without any reason provided to the public.

Weeks later, Bailey-Davis, who was the first woman to ever hold the position, resigned.

"We seek a leader who can balance public safety’s immediate needs with long-term strategic planning while championing equity, transparency, and accountability," the municipality's job description reads. "The successful candidate will be a skilled communicator, a team builder, and a change agent who values diversity and inclusion."

Bailey-Davis's departure follows nearly a year of Captain Michael Bishop holding the role as active chief, and another one year tenure of former Chief Derrick Wood, who retired to care for his mother.

James Angelucci is serving as acting police chief in Norristown while the search is underway.
