NTSB Issues Preliminary Report On I-95 Crash, Collapse

The National Transportation Safety Board issued a preliminary report on the truck crash that caused a fire that led to the I-95 collapse.

PHILADELPHIA — The National Transportation Safety Board issued a preliminary report regarding the tractor trailer crash that led to a portion of Interstate 95 to collapse in Philadelphia.

According to the NTSB, the June 11 crash was due to the driver being "unable to maintain control of the combination vehicle" on the Cottman Avenue off-ramp.

Nathaniel Moody, the 53-year-old man driving the truck, died in the crash.

The posted speed limit on Interstate 95 in the vicinity of the crash was 55 miles per hour, and the Cottman Avenue off-ramp was posted with a 25-mile-per-hour speed limit and truck rollover warning sign.

Federal authorities said the tractor trailer, which was hauling 8,500 gallons of gasoline from Delaware to Philadelphia, rolled over and caught fire.

The fire's intense heat caused northbound lanes of Interstate 95 over the ramp to collapse and caused such severe damage on the southbound lanes that demolition was necessary.

According to the NTSB, the truck Moody was driving was a 2017 International truck-tractor that was towing a 2004 Heil Specification Package 406 tank-trailer.

The NTSB is still investigating the incident, as Thursday's report is preliminary.
