Man With Phily Ties Wanted For Rape Of Child At Delaware YMCA: FBI

PHILADELPHIA — The Philadelphia office of the FBI is looking for a man with local ties in connection with the rape of a child at a Delaware YMCA. A reward is offered in the case.

According to the FBI, Nehemiah Billie J'Len Garcia, 21, is wanted for his alleged involvement in the rape of an 8-year-old victim.

On June 13, the victim was lured into the showers at the YMCA Handby Outdoor Center in Wilmington, Delaware.

Authorities said the victim was then held against their will and raped by a man who was later identified as Garcia.

An arrest warrant for Garcia after he was charged with two counts of rape first degree caused injury and two counts of dangerous crime against a minor under 14 criminal sexual conduct on June 26.

Then, a federal arrest warrant was issued for Garcia on July 29 in the United States District Court for the District of Delaware after he was charged with unlawful flight to avoid prosecution.

Garcia was born in Florida, but has ties to Philadelphia, the FBI said.

He is 5 feet 9 inches tall and weighs 150 pounds, authorities said.

Garcia has brown eyes and black hair.

The FBI is offering a reward of up to $5,000 for information leading to the arrest of Garcia.
