In our opinion, the place where the Declaration of Independence was adopted should be No. 1, but Philadelphia didn't top the list.

Sadly, despite being the birthplace of the Declaration of Independence, Philadelphia was not No. 1.

All things considered, Philly was No. 15.

The top place? New York City, according to WalletHub.
