Penn State Sets 2027-28 Tuition Rates: See Them Here

UNIVERSITY PARK, PA — Penn State's Board of Trustees approved an $11 billion 2027-28 budget that includes another round of tuition hikes for most students at the university.

The increases will generate about $59 million in new revenue, according to the university.

Penn State announced the tuition increase a year in advance because the university operates on a two-year budget cycle. to enhance predictability, improve resource allocations and provide students and their families with greater financial clarity when planning for college costs.

“At a time of significant change across higher education, particularly for public universities like Penn State that rely heavily on tuition revenue to fulfill their mission, every budget requires thoughtful prioritization," Penn State president Neeli Benapudi said in a statement.

The fiscal plan, adopted on Friday, includes tuition increases for Pennsylvania resident undergraduates and out-of-state undergraduates at University Park.

University Park in-state undergraduates will see a 2.5 increase, bringing their annual tuition to $21,400. University Park out-of-state undergraduates will see a 4 percent hike, increasing their yearly tuition to $46,356.

University Park graduate student tuition will rise 2 percent for Pennsylvania residents and 4 percent for out-of-state students.

All law students will see their tuition increase 2 percent.

Tuition for Pennsylvania residents in the College of Medicine will increase 2 percent, while out-of-state students will see an increase of 4 percent.

For the fifth consecutive year, Pennsylvania resident undergraduates at the University's Commonwealth campuses will not see their tuition rise. But out-of-state undergraduates and in-state graduates will see a 1 percent increase, while out-of-state graduate students will experience a 2 percent hike.

In addition to the tuition increases, trustees also approved an increase in housing and dining plans.

The combined cost of a renovated double room and Penn State's signature dining plan will rise by $194 per semester of 2.5 percent.

University officials noted it's the lowest housing and dining cost increase at University Park since the 2018-19 school year, when the rate also rose 2.5 percent. They contended Penn State still ranks below the Big Ten average in those costs.

Amid the tuition, housing and dining increases, trustees voted to give Bendapudi a 15 percent performance bonus of $210,000 for the 2025-26 school year. The bonus was based on her $1.4 million base salary.
