Futules, who when contacted was on his way to celebrate his victory and the victory of new Allegheny County Executive Rich Fitzgerald, said he is happy to serve the district once more.

"I'm excited to win again," he said. "I have a lot of adrenaline still going."

Futules said he had the advantage of being the well-known incumbent and a Democrat—more Democrats are registered to vote.

When contacted, Dell said he was disappointed. Though he had the majority of votes in Plum, he didn't win over voters in Penn Hills, he said.

"It's unfortunate," he said.

Dell still has two more years on Plum Council and said he will continue to work with the borough.
