WAYNE, PA — Radnor Township's long-anticipated master plan for Downtown Wayne calls for developing a town square, improving walkability and attracting more retailers while maintaining the area's historic character.
For over a year, township officials have been putting together "A Vision For Wayne" — the master plan that will guide projects and future development of the downtown area. Radnor Township recently released the proposed vision, which will be discussed Oct. 12 at the Board of Commissioners meeting.
"The Wayne Master Plan provides a framework for private and public investment through 2036," the executive summary says. "The recommendations build on Wayne's historic, walkable village character and address the conditions that will shape the downtown's future, including pedestrian safety, public space, parking, retail change, development pressure, and stormwater."
The proposal addresses longstanding concerns such as lack of parking, empty storefronts, and challenges for pedestrians.
One of the biggest near-term changes, if approved, would be developing a small park on North Wayne Avenue to serve as a central outdoor gathering space. The plan calls for converting 24 parking spaces into a 7,500-square-foot park.
The plan also calls for redesigning North Wayne Avenue and studying safety improvements for Lancaster Avenue, including whether the roadway can support a partial lane reduction.
Downtown Wayne has nearly 2,400 parking spaces. But demand is concentrated along North Wayne Avenue while the South Wayne and West Avenue public lots, private lots and SEPTA facilities have available capacity, the draft master plan says.
Radnor Township plans to pursue shared parking agreements, such as making the SEPTA parking spaces available to all during off-peak times, and opening turning private lots public during certain hours.
The township also wants to expand parking on Louella Court, modernize the meters, integrate "Smart Parking" technology, and develop a program to direct visitors to available spaces.
Another recommendation is working with the Wayne Business Association to develop strategies for a new vision to attract more retail, including the development of centralized Downtown Wayne branding.
"The Township should take a more active role in maintaining a balanced mix of food, beverage, entertainment, and comparison-goods businesses that serves both long-time residents and newer households," the plan says.
