Delco Non Profit Employees Stole $920K In Kickback Scheme: DA
Forty-one workers, including four supervisors at the Elwyn group are accused of running a kickback fraud scheme that got them about $920,000
DELAWARE COUNTY, PA — Numerous employees at a Delaware County non-profit group have been accused of running a kickback fraud scheme that yielded nearly $1 million in stolen funds, according to authorities.
In a joint press conference Wednesday, Delaware County District Attorney Katayoun Copeland the Pennsylvania State Police said workers at the Elwyn Group in Delaware County were operating the kickback scheme.
According to authorities, 41 workers — including four supervisors — approved overtime in exchange for payment from their subordinates. The group itself was not involved in the scheme, officials said.

The supervisors accused in the scheme are Tyloneous Wilson, 40, Karriemah Williams, 34, Lakiea Gay, 36, and Terrance Chatman, 28, according to authorities.
Charges filed include theft, receiving stolen property and conspiracy, authorities said.

These four are accused of editing subordinates’ time sheets and inputting extra overtime without those subordinated working those extra hours, the DA's office said.
In return, the subordinates would either pay their supervisor with a portion of the proceeds or perform extra job-related favors, according to authorities.
State police launched an investigation in May 2017 after Elwyn administrators notified authorities of discrepancies found by an Elwyn accountant that showed large amounts of overtime being paid to multiple employees at 10 of the group's Delaware County sites.
Over the course of 21 months, authorities said the 41 employees got $920,004 through their scheme, the DA's office said.
Elwyn, which serves children and adults with intellectual disabilities in the Philadelphia area, stands for "compassion and care," Copeland said Wednesday.
"That's the opposite of what these 41 people did, " she said. "They stood for themselves; they stood for unmitigated greed."
Elwyn is headquartered at 111 Elwyn Road in Media and has locations in Pennsylvania, New Jersey, Delaware, and California.
