Update: Zoning Board To Hear Louella Mansion Appeal
The neighbors' appeal challenges three interpretations from the township zoning officer.
Some neighbors of the Louella Mansion have filed an appeal to the Radnor Township Zoning Hearing Board, which they hope will confirm their issues with an approved redevelopment of the Louella Mansion.
The board will hear the appeal at its meeting on Thursday, April 19. See the agenda in the pdf section of this article.
Jim Greenfield, who represents the Louella Court Neighborhood Association, said the group challenges the following following three determinations by the township Zoning Officer Kevin Kochanski:

1. His determination on Jan. 19, 2012, that a proposed parking garage for the property, which would be located partly above and partly below the current grade of the subject property, is not impervious coverage under the provisions of Zoning Code § 280-4 (opinion attached).
2. His determination on Jan. 23, 2012, in conjunction with the Township’s consideration of the proposed parking garage on the property, that supporting walls of the garage may be constructed within the 30-foot front yard along Louella Court, despite the prohibition in Code § 280-4 against the location of structures in the front yard (video/oral opinion to be played at hearing).

3. His determination on Jan. 23, 2012, in conjunction with the Township’s consideration of the proposed parking garage on the property, that parking within the proposed garage may be located within the 30-foot front yard and right-of-way, despite the explicit prohibition in Code § 280-105(F) against parking in those areas (video/oral opinion to be played at hearing).
Kochanski said he could not comment on the appeal because it is active litigation.
Depending on how the Zoning Hearing Board rules, either party can appeal its decision to Delaware County’s Court of Common Pleas.
