Radnor Township Hires New Township Manager

A local Ward 7 resident since 2011, White is husband to Jennifer White for almost 19 years; and father to two Radnor school kids.

RADNOR, PA (APRIL 2020) - At their April 13, 2020 meeting, the Radnor Township Board of Commissioners unanimously appointed William White, MBA as the new Township Manager. White will begin his new position effective immediately.

“Given his long track record of excellence in the Township, Bill was always the odds-on favorite to take over as Township Manager,” said Jack Larkin, Board President. “Bill’s leadership during the present crisis lent urgency to the decision, and also made it easy to propose and approve. I’m looking forward to continuing to work with him in his new role.”

In response to this evening’s appointment, White said “I am thrilled to serve Radnor as Township Manager and I’m truly grateful to the Board of Commissioners for this honor and for their confidence in me. Over the past ten years, we have accomplished some major financial achievements including cleaning up the audit, improving internal controls, funding long-term liabilities and maintaining reserves. I look forward to working with the Board of Commissioners to continue to achieve their goals, advance Radnor Township as a premier Main Line community, and ensure fiscal responsibility for the long-term.”

A local Ward 7 resident since 2011, White is husband to Jennifer White for almost 19 years; and father to two Radnor school kids, Ajay (8th grade) and Maeve (4th grade).

“Radnor has a dedicated work force whose commitment to serve our residents and businesses are on display every day. This dedication has never been more apparent than in the service provided over the past four weeks during the COVID-19 response,” said White. “As a resident, I have always enjoyed the fantastic array of services offered and, as Manager, I’m excited to lead this team in enhancing our capabilities and service delivery.”

White joined the Radnor Township Finance Department in July 2010 and has served as Acting Township Manager since early 2020. White is a graduate of Ashland University with a master’s degree in business administration and an undergraduate degree in accounting. He has 21 years in municipal finance with 17 years in an executive leadership role growing from Assistant Finance Director to Finance Director to Assistant Township Manager to Acting Township Manager.

“William White has undertaken the role of Acting Township Manager during extraordinary circumstances and has demonstrated outstanding competence and leadership in that role,” said the Board of Commissioners.

As Director of Finance, White lead his department to professionally, ethically, and effectively manage the Township’s financial resources by identifying, developing, advancing, and implementing fiscal, human resource, and administrative strategies, policies, and practices for the public’s benefit. He has managed municipal budgets and financial reporting ranging from $30 million - $50 million per year.

The Board of Commissioners believes that the Township will be “best served during the present circumstances and in the period of recovery that is anticipated to follow by permanence of leadership under the administration of a qualified and talented individual who is known to the residents and staff of the Township and has an institutional knowledge of Radnor Township’s operations and finances.”

While fulfilling the role of Director of Finance, White has simultaneously served as Acting Township Manager since early 2020. In this role, White’s duties have included creating and administering municipal operating budgets; developing an interim operational plan during the Coronavirus pandemic; assisting in various staff related matters for 125 full-time employees including union negotiations, hiring, recognition, discipline and termination; and serving as chief administrative official under the Board of Commissioners.
