General Description
This is a full-time administrative position reporting to the Director of Community Development. This position requires a high level of professional business aptitude, interpersonal and communication skills and a high degree of organizational skills. The employee is responsible for planning, organizing, supporting and implementing the planning, permitting and licensing operations of the Community Development Department, requiring the exercise of independent judgment in addressing situations involving the public, intergovernmental and interdepartmental relations. Assignments are received primarily from the Director of the Department in the form of general outlines of desired results.
Essential Job Functions | General
Greets all visitors to the department and screens telephone calls for the director(s) and their immediate staffs, and route calls accordingly.
Performs related secretarial and administrative work, as directed.
Prepares, processes, and files building, plumbing, electrical, mechanical, and rental housing permits; certificates of occupancy; and licenses for contractors, electricians, plumbers, restaurants and retail food establishments, and swimming pools.
Responsible for daily deposit of over-the-counter and mail-in financial transactions in accounting system.
Process and file applications for various Department Boards and subcommittees and prepares and sends notices of said meetings to impacted residents and related staff as appropriate.
Provide administrative support to the department's staff and management staff, composing letters, drafting and filing various memoranda, ordinances, and periodic reports, opening and distributing mail, and screening telephone calls and visitors.
Analyze permit processes to continually become more streamlined and customer friendly.
Coordinates work flow and manages invoices and reimbursable from 3rd party consultants. Process Right-to-Know requests for Department records.
Maintain expense information for department, process requisitions, purchase orders and payment of invoices.
Manage revenue information for the department.
Manage, track, and prepare monthly permit activity and revenue reports.
Orders and maintains adequate inventory of office supplies, as required.
Coordinate with the Director to manage development within the floodplain in accordance with FEMA procedures.
Other duties and responsibilities as assigned by the Director.
Minimum Qualifications
Education and Experience: A Bachelor’s degree in a business curriculum or a related field from an accredited college or university is desired with a minimum of four years of general business and customer service experience. An equivalent combination of education and experience demonstrating considerable knowledge and exposure to the principles and practices of municipal government planning and codes administration will be considered.
Ability to work quickly and accurately with numbers while working on multiple projects simultaneously
Required Knowledge, Skills, and Abilities
Ability to communicate clearly and concisely, both orally and in writing; strong interpersonal skills; ability to understand, organize, index and reference a wide variety of administrative information and records.
Employee must be resourceful and able to work independently, exercise initiative, discretion and independent judgment, assess priorities, multi-task, and possess problem solving capabilities. Must be able to discern matters of sensitivity and confidentiality and handle confrontational situations while providing the highest level of customer service.
Ability to establish and maintain effective working relationships with elected officials, employees, supervisors, other agencies and the public. Must be flexible and adaptable to changing schedules as required by the Community Development Department.
Skilled in operating all standard office equipment including but not limited to computers, copiers, fax machines, postage machines, and calculators.
Must have strong computer skills including thorough knowledge of programs including but not limited to Microsoft Word, Office, Excel, Outlook, and PowerPoint software for word processing, spreadsheet, database and electronic mail functions and be willing to learn new applications and techniques including software applications, desktop publications and internet research.
Physical Requirements
The physical demands of this position must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.
This is generally light to moderate physical work; employee must occasionally lift and/or move up to 35 pounds. Must have the ability to sit for up to 4-7 hours or stand for 2-7 hours in a day, must also be able to bend, stoop, squat, reach above shoulder level, kneel, lift and carry, push and pull up to 25 pounds for filing and other office procedures. Ability to use both right and left hands and fingers for grasping, repetitive motions and fine manipulation. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to focus. Ability to talk, hear and walk without assistance. Ability to report to work and perform required duties five days a week for a minimum of seven (7) hours per day, some evening and weekend work will be required.
