Bethlehem Man Charged with Criminal Mischief at Promenade

A Bethlehem man was arrested for theft and criminal mischief after ripping a bag dispenser and a caution sign from their mounts in the town square of the , court records say.

James Apgar, 19, admitted to ripping the dispenser and driving away with the items after surveillance video identified the license number of his parents' car, police say.

Upper Saucon police met with Ryan Flecksteiner, head of security at the Promenade, after responding to a report of theft. Flecksteiner told officers that property had been stolen and damaged in the town square of the shops on May 5, the records say.

A video recording, shown to officers by Flecksteiner, showed a man in a white- collared shirt breaking a sign bolted to a brick wall and another male ripping the bag dispenser from a pole mount. They then placed the items inside the car, police say.

The records did not identify the other male in the video. The dispenser and caution sign were valued together at $79.95.

Apgar was charged with theft by unlawful taking, receiving stolen property and criminal mischief. He was released on his own recognizance.

A preliminary hearing is scheduled for July 30.
