Feliciano-Perez became involved in an argument with Moises Galarza-Bermudez on the second story balcony of the building, police said.

Feliciano-Perez shoved Galarza-Bermudez into the railing, which snapped apart, causing both men to fall to the pavement below, according to the DA.

Feliciano-Perez survived, but Galarza-Bermudez had no pulse when first responders arrived on the scene

"This is the case of an altercation that got out of control," District Attorney Christopher de Barrena-Sarobe said in a statement. "Our thoughts go to Mr. Galarza-Bermudez’s friends and family during this difficult time."

Feliciano-Perez failed to post $750, 000 bail and was booked at Chester County Prison. A preliminary hearing is forthcoming.
