Baltimore Science Teacher Abused, Trafficked Teenage Boy In Chester Co.: DA

WEST CHESTER, PA — A Baltimore middle school science teacher traveled to Chester and Lancaster counties to sexually assault a teenage boy over a period of years, the Chester County district attorney's office announced.

Rogie Legaspi, 56, also a resident of Baltimore, facs numerous charges including trafficking in minors, 15 counts of involuntary deviate sexual intercourse, manufacturing child sexual abuse material, and related counts.

Legaspi first contacted the the victim when he was 12 years old in 2024, police said. From June 2024 through June 2026, when the victim was 13 to 15 years old, the two communicated via phone and online, until Legaspi traveled to Chester County to meet him, the DA said.

On some occasions, Legaspi recorded the sexual interactions on his phone, and provided the child with money and other gifts as payments for sex, according to officials.

More than once, Legaspi took the child to hotels and coerced him into sexual acts with another man, the DA said.

Investigators posed as the victim in online chats to set up a meeting in Parkesburg, where Legaspi was taken into custody.

"This is child sex trafficking," District Attorney Christopher de Barrena-Sarobe said in a statement. "It’s a vile crime that has no place in any community and will not be tolerated in Chester County.”

Legaspi was unable to post $5 million bail and he was booked at Chester County Prison. A preliminary hearing is set for Oct. 19.
