High Level 'Violent' Chesco Drug Dealer Gets Up To 69 Years In Prison: DA

The man was a "sub dealer" and debt collector for an enormous meth trafficking operation based in Chester County, police said.

WEST CHESTER, PA — A high level operative of a massive drug organization in Chester County was sentenced to a minimum of decades behind bars this week.

Samuel Carr, of Quarryville, Lancaster County will spend the next 34.5 to 69 years in state prison, in part due to a continually violent history, the judge ruled.

Carr was an leading member of a methamphetamine trafficking ring busted in 2017 with the arrest of 49 individuals, police said.

The drug ring was lead by Richard Maitre, then 27, of Oxford, and it was also named "Maitre DTO" in his honor. Maitre founded the organization from prison.

Carr had been previously been convicted of robbery and aggravated assault and was on parole following a 20 year prison sentence when he was caught working for Maitre, authorities said.

Investigators said they found that Carr was a "runner, sub-dealer, and debt collector" for Maitre DTO.

The DA said that Maitre began running the organization full time once he was released in 2016, and quickly gained a wide net of sub-distributors and customers. Authorities called his operation "sophisticated" and said that he worked hard to keep his sources of drugs hidden from authorities.

Police used undercover agents and confidential informants to buy drugs from Maitre, and soon thereafter, wire-tapped his cell phone. The tap revealed the "full scope" of the organization: how Maitre used both planes and cars to deliver drugs, and how sub-dealers like Carr helped ensure a steady flow of drugs and money.

On at least one occasion, Maitre had several men beat a dealer who had not paid him on time.

Police raided Maitre DTO on Jan. 12 and executed most of the arrests. Maitre himself fled but was captured on Jan. 25, police said.

Carr similarly spent 12 days on the run after Maitre DTO was busted. He was engaged in a brief car pursuit with police and finally taken into custody.

During the raids, 40 firearms, 20 vehicles, cash, drug scales, packaging materials, heroin, cocaine, marijuana, prescription drugs, and methamphetamine were all seized.

Assistant District Attorney Jessica Acito prosecuted the Carr case, with assistance from Pennsylvania State Police and Chester County Detectives.
