WEST CHESTER, PA — Votes are being tallied in Pennsylvania's 2021 Municipal General Election. In Chester County on Wednesday morning, just over 29,000 of 40,781 mail-in votes have been counted.
This story will be updated throughout the day. Numbers reported early were from in-person voting results reported by midnight Tuesday. This update reports vote counts as reported by late Wednesday morning.

In the West Chester Area School District, there are three Regions represented on the Board of School Directors.
Region 1 includes West Chester Borough and parts of West Goshen Township. Listed on Region 1 ballots were incumbent Joyce Chester, a Democrat who's served on the WCASD Board for eight years, and challenger Ada Nestor, a Republican.
At 11 p.m. Tuesday night, with 16 of 16 precincts reporting the in-person vote, Chester had brought in 3,481 votes and Nestor had 2,770, according to Chester County's Voter Services report.
By late Wednesday morning, as mail-in votes were being counted, Chester was leading with 4,820 votes. Nestor had 3,060 votes at that time.
Region 2 includes East Goshen and West Whiteland townships. Candidates for the open Region 2 Board seat were Democrat Karen Fleming and Brian R. Gallen, a Republican.
Just after 11 p.m., with 15 of 16 precincts reporting, Gallen had garnered 4,038 votes and Fleming had 3,036. East Goshen 7 had reported no votes by that time.
Just before noon on Wednesday, all 16 precincts had been counted and about three-quarters of the mail-in ballots counted. Fleming had 5,231 votes at that time and Gallen trailed with 4,969.
Region 3 includes East Bradford Township and Thornbury township in Chester County, as well as Thornbury Township in Delaware County, Westttown Township and parts of West Goshen Township.
Four candidates were listed on Region 3 ballots for two open seats. The Democratic candidates were Laura Detre and Carrie R. Stare. Current WCASD Board President Chris McCune and Stacey Whomsley ran as Republicans in Region 3.
At 11:30 p.m. Tuesday evening, with 15 of 16 precincts reporting, Whomsley was leading with 3,235 votes. McCune followed with 2,977 votes. Detre had 2,531 votes and Stare 2,009 at that time.
By late Wednesday morning, as mail-in votes were being counted, Whomsley remained in the lead with 3,927 votes. The race was still close, with Detre garnering 3,781 by that time, McCune 3,461 votes, and Stare 3,157.
West Chester Area School District has more than 12,000 students and serves about 4,000 non-public students in the 75 square miles the District covers in Chester County. The district is comprised of West Chester Borough and the surrounding townships of East Goshen, West Goshen, East Bradford, West Whiteland, Westtown, and Thornbury in Chester County, as well as Thornbury Township in Delaware County.
Mayor of West Chester Borough
Three candidates ran for Mayor of West Chester Borough. Democrat Lillian DeBaptiste ran against Libertarian candidate Beth Ann Rosica and Eric R. Lorgus, an Independent whose party is listed as "Liberty for All."
DeBaptiste had 1,461 votes just before midnight on Tuesday, to Rosica's 474. Lorgus had 488, with all precincts reporting.
As noon on Wednesday approached, DeBaptiste had 1,885 votes, Lorgus 593, and Rosica 523.
West Chester Borough Council
Democratic candidates were listed in West Chester Borough's 1st, 3rd, 5th, and 7th wards, but none of those races were contested.
Lisa Dorsey ran in the 7th Ward, Sheila Vaccaro in the 5th Ward, Brian J. McGinnis in the 3rd Ward, and Patrick McCoy in the 1st Ward. When election results are finalized, Patch will report vote counts received in uncontested races.
