Block Captain programs instituted in other cities have helped offset the negative impact of blight, littering, and illegal dumping. Block Captains will be able to immediately report such issues to the City and will lead neighborhood cleanups.

The Mayor’s Office is seeking quality applicants for this new volunteer program. Block Captains will participate in a 2-hour safety course consisting of traffic awareness and safety procedures. The City will issue garbage bags (to be picked up by the City when full), safety vests, masks, gloves, hats, shirts, litter picker sticks, and identification for Block Captains for use during neighborhood cleanups. Those interested in becoming Wilkes-Barre City Block Captains can contact Lisa Sanfilippo at lsanfilippo@wilkes-barre.pa.us or 570.208.4157.
