Dog Left To Starve In Empty Warren Apartment: Cops
The dog's wanted owner was arrested by Rhode Island state troopers responding to a disabled motor vehicle, police said.
WARREN, RI ā A dog was left to starve to death in an empty Warren apartment, police said.
The dog's owner, 33-year-old Kelsey Oagles, was picked up on a warrant about 3:15 p.m. Monday by Rhode Island state troopers responding to a disabled vehicle on Route 403 in East Greenwich, the state police said in a media release.

The state police then turned Oagles over to the Warren Police Department, according to the release.
Oagles left a "thin black dog" behind when she vacated an apartment on Metacom Avenue in Warren some time prior to Aug. 14, police said.

Another tenant in the building called the law after hearing the dog barking for days on end, said Warren police Lt. Marc Ferreira.
A family member granted officers access to the apartment and officers found it full of feces, police said.
There was also a urine-stained mattress , maggots and two dry water bowls, as well as the dog, according to police.
Oagles was charged with unnecessary cruelty to an animal and abandonment of an animal. She appeared in court Tuesday and was released on her own recognizance.

Oagles arraignment was scheduled for March 6.
