East Bay Community Action Program (EBCAP) is pleased to announce it has been designated as a Certified Community Behavioral Health Clinic (CCBHC) by the State of Rhode Island. The CCBHC outpatient model is a national standard that provides comprehensive coordinated behavioral health care designed to improve the quality, accessibility, and coordination of mental health and substance use services for individuals and families. The CCBHC model is jointly supported by the Centers for Medicare and Medicaid Services (CMS) and the Substance Abuse and Mental Health Services Administration (SAMHSA).
As a CCBHC, EBCAP has met both state and federal standards for timely and meaningful access to services, outreach, and engagement. This includes 24/7/365 mental health crisis intervention, expanded access to counseling and recovery services, treatment planning across multiple providers/healthcare systems, and care coordination that helps clients navigate behavioral health care, medical care, social services, and community resources.
"Rhode Island was selected as a state demonstration site for the federal CCBHC Medicaid Demonstration Program in 2024 and has since implemented the CCBHC framework statewide," explains Rilwan K. Feyisitan, EBCAP President and CEO. "EBCAP is honored to join RI's network of eight Regional CCBHCs that provide comprehensive services to vulnerable individuals with complex mental health and substance use needs. This is truly a significant achievement, and I cannot be prouder of our incredible Behavioral Health team who worked tirelessly over the past two years to advance EBCAP's commitment to expanding access to care in our community," he adds. EBCAP's CCBHC serves individuals and families in Barrington, Bristol, East Providence, and Warren.
