Zoning Officer Finds 'Inappropriate Materials' at TLA/Pond View

Recyclable materials stored at the facility are not in accordance with the TLA/Pond View's variance, according to inspection reports submitted by the city's zoning officer.

East Providence Zoning Officer Edward Pimental met with the building official and receiver of TLA/Pond View on May 24 to inspect the premises, according to reports presented at last Tuesday's city council meeting. There, he photographed "inappropriate materials" that are not in accordance with the facility's variance.

During the inspection, the zoning officer found the following:

  • The berm (barrier) that was installed adjacent to the Aspen Aerogel operation has been removed; the majority of those materials were primarily wood product and located next to Omega Pond.
  • Two piles located adjacent to the Aespen Aerogel property did appear to contain 'inappropriate materials,' including sheetrock and other non-wood products. 
  • Recyclable materials were stored in a facility's interior. These materials were not in accordance with a variance.

During a May 15 city council meeting, residents complained that the zoning officer  after a judge granted city officials access to inspect the recycling facility.

is currently involved in "multi-prong litigation," involving the City of East Providence, TLA/Pond View and Rhode Island Department of Environmental Management (RIDEM), according to reports submitted by City Manager Peter Graczykowski.

In surprise inspections conducted on May 4, 11 and 15, RIDEM did not find deficiencies or violations at the facility, according to reports submitted by Graczykowski.
