Doctor Suspended From Newport Psychological Services For Second Time

Dr. Philemon Truesdale Marvell of Newport Psychological Services was suspended for "a pattern of practice that fell substantially below the minimum standards acceptable for patients who are receiving narcotic prescriptions."

A Middletown doctor has been suspended from practice after reportedly prescribing controlled substances to out-of-state patients and not following acceptable practices for patients who are receiving narcotic prescriptions.

The Rhode Island Department of Health Board of Medical Licensure and Discipline announced Thursday that Dr. Philemon Truesdale Marvell, MD, of , on 680 Aquidneck Ave, has had his license suspended after a review of 11 patient charts.

The Board's review of 11 patient charts, it writes, "revealed a pattern of practice that fell substantially below the minimum standards of acceptable practice for patients who are receiving narcotic prescriptions from a licensed physician."

This is not the first time Marvell, 68, has had his license suspended. 

Marvell was previously suspended by the Board after it determined that he had engaged in a sexual relationship with a patient. He later married that patient. 

“After considering the findings of the Board of Medical Licensure and Discipline, regarding Philemon Truesdale Marvell, MD, it has been determined that the continuation of the practice of medicine by Philemon Truesdale Marvell, MD would constitute an immediate danger to the public,” reads the order of suspension.  

Marvell has been licensed to practice in Rhode Island since 1978. He is entitled to an administrative hearing on the suspension within 10 days, the release states.
