Plus, a homeless woman was charged with disorderly conduct and a warrant.

Newport police arrested a 31-year-old Charlotte, N.C., man on Tuesday evening after he sat in the lobby of the library on Spring Street while drunk.
Police said Jonathan William Ross was served with a no-trespass order on Sept. 19 and was not supposed to be in the library.
Library staff called police at around 6:15 p.m. and officers found Ross in the lobby. He “was obviously intoxicated,” police said, and spoke with slurred speech and smelled like alcohol.
