There are five Level 2 sex offenders living or working in town.

Newport has five Level 2 sex offenders living or working town.

The Level 2 designation means the offender has a “moderate” risk to reoffend, according to the state’s Sex Offender Community Notification Unit. There’s a Level 3 designation for more serious offenders, though there are none who live in Newport.

These individuals are not wanted by police—and it’s illegal to use the following information to commit a crime or engage in any discrimination or harassment against an offender.

These are Newport’s Level 2 offenders:

  • Ronald King, 64, of 23 Warner St. Convicted of molesting an 11-year-old girl.
  • Timothy Liberti, 31, of 56 Friendship St. Convicted of first-degree child molestation.
  • Luis McDowell, 36, of 36 Admiral Kalbfus Rd. Convicted of assaulting a 16-year-old girl and failure to register as a sex offender.
  • Charles Westpoint, 62, of 15 Meeting St. Convicted of molesting a 6-year-old girl.
  • Paul Fennessey, 51, no address listed. Convicted of aggravated rape of a 42-year-old woman.
