So who is this guy?

Andy Lavarre has declared as a candidate for Newport, RI City Councilor At Large.

He is accomplished in business and military leadership, financial management, electronics engineering, computer systems, mathematics, and marine engineering.

He is an ocean-cruising yacht master, Advanced Class amateur radio operator, Advanced Open Water SCUBA diver, and confirmed health enthusiast.

  • Andy currently is an independent consultant as CEO of Privus Technologies, LLC in the medical, psychiatric nursing, informatics, and academic IT fields. 
  • His recent leadership experience is as a Cyberwarfare Subject Matter Expert (SME) at the U.S. Naval War College in Newport.
  • He served as an operations research and systems analysis (ORSA) leader for the U. S. Navy Warfare Development Command. 
  • He established the Booz Allen Hamilton consulting office in Newport, RI, serving as regional manager for New England.
  • He served as program manager at Raytheon Company for a multi-million dollar software and hardware program. 
  • He served as a principal engineer with Booz Allen Hamilton and served as the lead engineer in developing and integrating information architectures.
  • He served on active duty with the U. S. Navy, attaining the rank of Captain (O-6) and selection to Major Command. He is a Proven Subspecialist in Telecommunications. He directed operational test and evaluation for all Navy C4I as ACOS, COMOPTEVFOR. He directed all European naval telecommunications organizations as ACOS, CINCUSNAVEUR. He served as the commissioning Commanding Officer of a guided missile frigate. He developed the U. S. Navy telecommunications budget and procurement requirements.
  • He served as a paramedic at Duke University Hospital psychiatric ward attending to patients suffering from severe neurotic and psychotic afflictions. This experience provided extensive training in patient interaction and intervention.
  • Andy has extensive training, education, and experience in Leadership, Human Resources Management, Organizational Development and Organizational Effectiveness theory and practice.
  • Andy's professional achievements include membership in Sigma Xi and Eta Kappa Nu honor societies. He holds the Professional Engineer and MSEE degrees and has completed all coursework for the doctorate in Digital Telecommunications with minors in Statistics and Operations Research. He has written numerous technical papers.
  • He has achieved the USCG 100 Ton Master and PADI Advanced Open Water SCUBA certifications. He holds the FCC license for Advanced Class amateur radio operator. He is multilingual in Spanish and French with conversational skills in several other languages. 
  • He is granted access to Top Secret Sensitive Compartmented Information.
