What's Happening at the Portsmouth Landfill?

I live on Valhalla Drive, and for the past several weeks, I have seen a solid stream of dump trucks going down Boyd Lane, hauling dirt to the old landfill on Park Avenue. 

Now, the hauling has ceased, and there are two to three bulldozers pushing the dirt around. Also, there is a gate up to complete the perimeter fence that has been installed. 

Does anyone know what is going in there, and the timeline that they are planning? 

I recall when the , but have not heard anymore about this problem recently. 

I hope someone in Portsmouth knows what's happening down there.
