Carnegie Abbey, Prescott Point among Properties Exempt from WMD Ordinance

Due to "cluster systems," certain properties and developments will be exempt from the town's new Wastewater Management District ordinance.

A number of developments and properties, including Carnegie Abbey, Prescott Point and Sherwood, will be exempt from the new Wastewater Management District ordinance, said Town Planner Robert Gilstein.

"They are excluded from this ordinance, yes," said Gilstein on Tuesday. "There are a number of 'cluster systems.' There is a separate arrangement between these properties and DEM."

The town planner said he did not know the specifics of the arrangement between these properties and the Department of Environmental Management (DEM).

At Monday's hearing, cluster systems were described as a system that serves more than one property. Cluster systems are typically seen in shopping plazas.

On Monday, the Town Council approved the final draft of the Wastewater Management District Ordinance.

The ordinance sets a time table for residents to have their septic systems or cesspool inspected within 60 days of receiving a letter from the town. The ordinance also outlines procedures for replacing failing cesspools and systems, as well as penalties for failing to do so.

The ordinance also creates a Wastewater Management Commission and Wastewater Manager, who acts as the enforcement agent for the ordinance.
