The warrant was issued in connection with an incident on June 23. A 37-year-old Portsmouth woman told police that Deasley drove her vehicle without her consent.
With Deasley on bicycle, the officer pulled his cruiser next to him and asked the suspect to stop. Deasley allegedly refused to stop riding his bicycle and turned onto Cedar Avenue with the police cruiser following him.
A second police officer then joined the chase on foot. Deasley continued to refuse to stop, according to police.
The Portsmouth man then drove his bicycle into the side of a police cruiser, resulting in him falling off the bike. The cruiser sustained damage to its side.
Deasley allegedly continued to resist arrest, refusing to place his hands behind his back. He was eventually placed into handcuffs and held overnight at the police station.
He was charged with domestic, driving a vehicle without the consent of the owner; obstruction of an officer in the execution of duty; resisting arrest; and vandalism.
Deasley is expected to be arraigned Thursday in court.
