Police Log: Sex Offender Allegedly Fails to Update Address
The following is based on reports from the Portsmouth Police Department. An arrest does not indicate a conviction.

Portsmouth police made the following arrests in the past few days.Â
Sex offender allegedly fails to update addressÂ
Neal Rancourt, with a last known address on Cedar Avenue, Portsmouth, was arrested on Oct. 17 at 6:30 p.m. for allegedly failing to notify police of a new address.

Rancourt, a convicted sex offender, is required by law to notify police of any change of address.Â
He previously lived on Cedar Avenue, but was instructed to move by the Department of Children, Youth and Families (DCYF). He allegedly failed to notify police of his move.Â

PHS students arrested for alleged marijuana possessionÂ
Devvon Millington, 19, of Middletown, a student at Portsmouth High School, was arrested at the high school on Oct. 17 at 1 p.m.Â
Police were called to the school for an alleged narcotics violation. Millington was charged with possession of marijuana.Â
He was later released with a court summons.Â
Police were also called to the school more than an hour earlier for a narcotics violation.Â
At 11:45 a.m., police arrested a 15-year-old Tiverton resident, also a student at Portsmouth High School, and charged him with possessing marijuana.Â
