Tiverton Man Faces Charges Linked to RI Cocaine Distribution Ring
Twenty men and one woman will be arraigned in Providence County Superior Court in November.

A Tiverton man and 20 other individuals from Rhode Island and Massachusetts are scheduled to be arraigned in Providence County Superior Court on Wednesday, Nov. 5.
The Providence County Grand Jury on Wednesday reported out a 101-count indictment charging 20 men and one woman with involvement in a cocaine distribution ring throughout Rhode Island called “Operation Get Shorty,” according to the State of Rhode Island press release.
Police seized seven cars, cash, 1,250 grams of cocaine and arrested 15 people, including several men from Bristol, Warren and Tiverton in connection to “Operation Get Shorty” in July.

Those arrests led to the arrests of six more individuals allegedly involved in the drug trafficking operation.
Tiverton man Glenn Baird, 56, 176 Furey Ave., was arrested and charged with four counts of conspiracy to violate the controlled substance and two counts of solicitation of another to commit a felony.

The Rhode Island State Police High Intensity Drug Trafficking Area Task Force, Providence Police and the Rhode Island Office of Attorney General dubbed the investigation “Operation Get Shorty” after alleged drug leader Carlos “Shorty” Davila.
Davila, 38, 80 Hamilton St. of Providence, was charged with possession of over one kilo of cocaine, possession of one ounce to one kilo of cocaine, possession of cocaine with intent to deliver and 63 counts of conspiracy to violate the controlled substance act.
In addition to Baird and Davila, the following subjects will be arraigned in court:
- Tony Cruz aka Wilson Cepeda, 39, 139 West Clifford St. of Providence, was charged with possession of over one kilo of cocaine, possession of one ounce to one kilo of cocaine, possession of cocaine with intent to deliver and 31 counts of conspiracy to violate the controlled substance act
- Ramon Feliz, 27, 568 Public St. of Providence, was charged with possession of over one kilo of cocaine, possession of one ounce to one kilo of cocaine, possession of cocaine with intent to deliver, and 27 counts of conspiracy to violate the controlled substance act.
- Patrice Amaral, 28, 20 Goulart Ave. of Bristol, was charged with 10 counts of conspiracy to violate the controlled substance act and five counts of solicitation of another to commit a felony.
- Stephen Graustein, 59, 8 Acushnet Ave. of New Bedford, MA, was charged with four counts of conspiracy to violate the controlled substance act and two counts of solicitation of another to commit a felony.
- Joseph Medeiros, 53, 391 Foley Ave. of Somerset, MA, was charged with four counts of conspiracy to violate the controlled substance act and two counts of solicitation of another to commit a felony.
- John Silvia, 53, 98 South Cutler St. of Warren, was charged with four counts of conspiracy to violate the controlled substance act and two counts of solicitation of another to commit a felony.
- Joseph Brum, 52, 3 Dreadnought Ave. of Bristol, was charged with six counts of conspiracy to violate the controlled substance act, three counts of solicitation of another to commit a felony and possession of cocaine with intent to deliver.
- Eric Hiltz, 41, 65 Horace Darling Drive of North Attleboro, MA, was charged with four counts of conspiracy to violate the controlled substance act and two counts of solicitation of another to commit a felony.
- Jose Constancia, 52, 24 Goulart Ave. of Bristol, was charged with two counts of conspiracy to violate the controlled substance act and solicitation of another to commit a felony.
- Richard Fanara, 51, 28 Lee Roy Drive of East Providence, was charged with two counts of conspiracy to violate the controlled substance act and solicitation of another to commit a felony.
- Anthony McGill, 47, 283 Maple Ave. of Barrington, was charged with four counts of conspiracy to violate the controlled substance act and solicitation of another to commit a felony.
- Austin O’Brien III, 40, 1 Jillian Drive of Bourne, MA, was charged with two counts of conspiracy to violate the controlled substance act and solicitation of another to commit a felony.
- Emanuel Tavares, 47, 537 Child St. of Warren, was charged with two counts of conspiracy to violate the controlled substance act and solicitation of another to commit a felony.
- Jason Sousa, 34 , 6 Potter St. of Bristol, was charged with two counts of conspiracy to violate the controlled substance act and solicitation of another to commit a felony.
- Paul Querceto, 49, 71 Richmond St. of Bristol, was charged with four counts of conspiracy to violate the controlled substance act and two counts of solicitation of another to commit a felony.
- Harold Santos, 70, 23 Rock St. of Bristol, was charged with four counts of conspiracy to violate the controlled substance act and two counts of solicitation of another to commit a felony.
- Luis Guzman, 23, 10 Yarmouth St. of Providence, was charged with four counts of conspiracy to violate the controlled substance act.
- Ricardo Pena, 31, 174 Regent Ave. of Providence, was charged with two counts of conspiracy to violate the controlled substance act.
- Silvino Escaler, 36, 133 Cala St. of Providence, was charged with possession of one ounce to one kilo of cocaine, possession of cocaine with intent to deliver and reckless driving.
